The Hot Springs Comprehensive Plan focused on the revitalization of downtown and the historic neighborhoods that have been experiencing decades of blight. The plan focused on broad strategies for revitalization, equity, and place-making, as well as strategies within three focus areas that were most in need of intervention. As part of the revitalization strategies, “Urban Frameworks” such as complete streets, trails, mixed use, public space, parks and community services were described and mapped to guide future planning efforts and investment.
